Apple Watch on iPhone without Tethering Plan

if on cellular plan without tethering, can still use data on apple watch when aren't connected wifi?

because way watch works seems personal hotspot tethering. know if carriers going allow on non-tethering plans, grandfathered unlimited plan at&t?
 

it doesn't use data. it's uses wifi / bluetooth.

iPhone shuts down randomly, rst vdd_under
