Does Windows 8.1 under bootcamp have performance hit?

i have 2012 mac mini quad i7 2.3ghz 1tb fusion drive , 16gb of ram set wife's computer. under osx yosemite, performs well. problem wife hasn't gotten used using osx , wants go windows environment. i'm contemplating installing windows 8.1 under bootcamp.

however, want check, windows running under bootcamp suffer performance hit, compared pc has equivalent hardware (quad i7 2.3, ssd, 16gb ram)? if suffer performance hit, might not , instead build pc , i'll take mac mini , use osx myself.

also, bought apple trackpad use mac mini. work under bootcamp windows? , scrolling/gestures still buttery-smooth under windows?

oh , 1 more question... mac mini has 1tb fusion drive (1tb hdd plus 120gb ssd) set up. still work in windows under bootcamp? i'm bootcamp newbie haven't looked how set up, read far, may need repartition hdd. if have fusion drive, cause problem if try install bootcamp?

because windows not recognize fusion drives , install hdd sector, slower tortoise.

iPhone shuts down randomly, rst vdd_under
