Cannot surf with Safari time to time after upgraded to 10.10.3

this happened before, cannot visit sites safari, localhost. chrome , firefox fine. happened when visiting websites. happens, have restarted box, work again.

somehow, issue gone in 1 of version, recently, after upgraded 10.10.2, came back, did reset smc, pram, clear safari cache, safari data, shift-reboot osx, clear osx caches, repaired permissions. , not sure step, issue gone.

but, came in 10.10.3, , still happens in beta 2. now, if did clear , reset stuff, issue might came time time, annoying.

checked console, saw lots of "2/28/15 01:10:50.000 kernel[0]: sandbox: com.apple.safari(479) deny file-read-data /" when tried access sites. saw kind of log when problem not there. doubt these correct information.
