Hard Reboots Remove Apple Pay Credit Cards?

i did hard reboot of watch (press crown & side buttons until logo appears). no issues, dropped 3 of credit cards added apple pay.

it's not major hassle re-add them, seems odd standard event. has else experienced this?
 

i've done hard reboots on watch , still have cards intact
