icloud photos empty files

why in icloud photos there empty photos. cant open or delete them.

you might want hold off on deleting.

right millions of apple devices uploading pictures cloud. have 3 devices uploading photos , not making lot of progress.

because of uploading, removing duplicates, etc.....

id give few days see if photo ends being recognize.
