iCloud Numbers Data Recovery?

i have icloud drive installed on windows 7, iphone 6, , ipad4. icloud on windows computer used update big numbers spreadsheet, in theory accessible iphone , ipad.

iphone works without hitch. ipad never see updated version of spreadsheet. trying create new spreadsheet on ipad result in new document arrow on indicate ipad trying upload icloud... never go away/complete.

anyway, read online doing "reset network settings" has worked lot of people, tried that, rebooted, , reconnected. still nothing. opened numbers on ipad , looked in icloud drive... showed documents , poof disappeared!!

have caused this? furthermore why iphone , ipad configured identically in icloud settings inconsistent in how work? should ipad work correctly going forward... , there way recover data icloud?
