iPhone 6 Plus camera manual setting bug

no matter camera apps used (camera+, manual, procam, etc.) can't camera take photos higher iso 500 , shutter speed slower 1/4s.

example, set iso max, different app app weird, , shutter speed slowest settting, 1/2 of second, screen shows bright , nicely exposed preview, the taken photo show darker , exif data shows different values shutter speed , iso.
