iTunes not syncing voice memos

hello guys

have iphone 5 running latest software of (ios 8.3) , macbook pro retina display mid 2014 running os x 10.9.5 latest updates , itunes 12.12.27 (which latest version of me)

problem that, after point (i guess after ios 8) voice memos (some longer 1h) stopped syncing itunes. there no voice memos playlist in itunes used be.

tried do:

1- change name of memos,
2- trim of memos,
3- record new memos,
4- create playlist called voice memos manualy
5- sync iphone mac countless times after every step

neverthless, unsuccessful sync voice memos mac.

now, have 2 questions:

1- have answer problem?
2- can direct me page can report issue apple

in advance.
 

just guess, problem might you're using current ios older os x. i've noticed voice memos re-sync every single time connect iphone 6 mbp — not new ones; every single voice memo on iphone re-syncs every time — looks voice memos handled differently in latest ios/itunes combo. (i've reported re-syncing issue since ios 8 first came out, apple doesn't seem care it.)
