Merge Photo libraries for iCloud photos?

hi,

enabled icloud photos on iphone few months ago. point on, stopped using iphoto on mac. have icloud library past few months , old "archive" iphoto library.

idea merge two. how can without losing photos?

- if enable icloud photo in old iphoto library, photos.app merge icloud library local library? lose cloud photos? lose local photos?

- 1 idea had enable icloud photos on empty library can download cloud photos, make backup on time machine, , try merge 2 libraries without worries of losing anything. how sound?

when enable on mac, new photos app upload photos library well. should have iphone , mac in icloud , showing on devices when it's done syncing. nothing should lost.
