Pismo G4 Upgrade heat sink question

i'm pretty tech-savvy don't know answer one. have pismo upgraded g4/550 (i'm writing post , tff 31.5.0). i'm wanting run cooler , such, , have as5 apply. actually, did apply once , it's helping, wonder if upgrade card needs, well, help.

don't know name of it, there's plastic square around cpu -- collar -- screw holes can screw heat sink in keep contact between cpu , heat sink. here's thing -- plastic "collar" has separated cpu daughtercard, , remains attached heat sink through screws. thinking prevents tight seal between heat sink , cpu helps keep cpu cooler. plastic "collar" should attached daughtercard, right? if so, super glue sufficient (and safe) reattach around cpu card when screw heat sink it, tighter bond forms , helps heat dissipate away cpu?
