Question about how the Apple watch works

i'm unclear , appreciate feedback.

watch has 3 modes understanding:

either interacting (1)notification has come iphone or (2)initiating action directly watch or (3) viewing information such glances don't require interaction.

regarding #1 actions notification defined? dev need update iphone app include quick interactions when notifications sent watch? hope isn't case because it's kind of silly have identical watch apps every iphone app able reply or interact notification.
