Need to create Windows Boot Drive from Mac (not bootcamp)

i have windows 8.1 iso , usb drive , need create bootable usb drive pc format pc given. have been trying hours make 1 can't seem make one. using bootcamp assistant not work when try boot drive on pc black screen blinking cursor. plz :)
