iPhone 6 Plus with ATT cannot be unlocked

i thought saw news can request unlock device contract? called , said not done unless contract over. there services can unlock... need use go overseas in june short 2-3 weeks. way cheaper using att exorbitant plans.
 

some having luck trying unlock request page since there may glitch in automated system. https://www.att.com/deviceunlock/#/unlockrequest

there no rime or reason. have 2 iphone 6 plus phones under contract , 1 unlocked , other wasn't.
