silence problem

ok sucks, browsing through options have never looked at, in settings not disturb on bottom there "silence", options of or when phone locked.
nothing checked, clicked thinking might give me option never, checked when touched , that, no way uncheck it. thing switch check when phone locked, dammit, don't want either !
apparently have no alerts of calls or texts either always, or when phone locked, 90% of time.
cannot believe there no option neither, ?
 

the calls , notifications silenced when enable not disturb , phone locked.
