Very long delay accessing/selecting photos (camera roll, etc) from within other apps

iphone 4s 32gb / ios 8.1.3 / space used: 17.4gb space available: 10gb

recent problem. every time want access photos within app on iphone (in mail app insert photo, in contacts app assign profile photo, etc.), takes between 20-30 seconds between moment tap “choose photo” , moment photos displayed selection (from camera roll, albums, etc.).

before noticed problem, access , display of photos within apps pretty instantaneous.

i’m trying figure out if known/common problem (i’ve searched forum already) , solutions might be. thinking may try perform “hard reset” of iphone (erase content , settings) , restore data/settings last backup, i’d avoid if there other remedies.
