Resolved Bluetooth always Discoverable after Yosemite upgrade

after yosemite upgrade on 2009 mac mini, bluetooth card in discoverable mode, not when pref panel open. holding alt , clicking on icon in menu bar, discoverable mode permanently active, mac detectable other nearby devices, anytime :(
no change 10.10.2 update, smc , nvram reset, new plist file or new keyboard , trackpad pairing
