Blurry HP Pavilion 23' with mac mini 2014

hi,
have monitor connected mac mini , giving me blurry experience. text never crisp should be.
connected via hdmi mac mini, disabled on setting lcd still not giving me experience.
problem of connection? on monitor says hp 23 seems recognised still not responding in way should.

troubleshooting follow? different setting misconfigured ?

 

since fullhd monitor connected via hdmi, maybe mac treats tv instead of monitor. on tvs things "overscan" kick in. see complete dock @ bottom, , complete menu bar @ top of screen?

can try small utility select proper videoresolution.
