Photos App Not Blurring Photos

hey guys,

not sure if has been posted before (my apologies if has, couldn't find through search), new photos app seems showing blurred version of photos when blow them up. looking @ photos separately in finder when blown same size, photo in finder seems lot sharper. have of guys had problem @ all? can't tell if photos showing actual photo, , finder applying sharpening (i don't know why case, never know), or if photos having problems displaying file whatever reason.

have chosen upload photos icloud? photos app may showing "optimized thumbnail" without downloading full photo?
