iPhone iCLound Photo Library: upload still not working in IOS 8.3

hi,
trying upload photos icloud photo library since appeard beta in ios 8.x - no luck, not working.

hope ios 8.3 when feature came out of beta phase - still no luck, iphone tells me "xx items upload" , nothing happens.

have idea how working?
