Mail Drop Not Working

anyone use mail drop? can't seem working. have option selected in mail preferences advanced tab. tries send file normally, crashes mail, dumps in outbox..last test of closed icloud access saying used storage space wouldn't able send or receive emails until bought more storage. can't find language says uses icloud storage temp holding bin mail drop items. either way, have 3.5gb free in icloud storage , file smaller that. not sure i'm missing. thoughts?
