How to get rights to write (and delete) in all folders on my hard disk

already os x 10.9 , more os x 10.10 encountering again , again folders created @ point myself in can not anymore create or rename or delete file or folder. happens folders on internal hard disk folders on external hard disks.

not talking folders , content within various library or system folders. talking folders in (self created) archive folder in downloads , applications folders.

there way give me - sole owner , user of computer - in 1 go rights folders , sub-folders , files i. e. in downloads, applications , others?

(please kind not warn me not idea because dangerous. talke full responsibility if "misuse" these rights. thanks.)
 

first, recommend find out why restriction occurring. not series of unfortunate events lead restriction, can guess @ those. mean exact cause of restriction.

restriction can caused 1 (or more) of following:
  1. you don't own item.
  2. you don't have write permission on item.
  3. the item locked.
  4. the item has own acl (access control list) prohibits write/delete.
  5. the item has inherited actl that prohibits write/delete.
regarding #1, example, ownership defined account you're using. if login using account charlie, create things, in several days time login using account charles, things created charlie not owned charles. mention because many people don't understand ownership tied accounts, not individuals.
