Photo app and uploading pics

okay here's deal...been playing around photo app , icloud p library (beta) past few days in effort have 16k photos uploaded , available devices...

it's not working out me , appreciate advice/clarity on best way achieve this.

have photos saved external hd....

should transfer pics photo app , switch on icloud photo library (beta) on devices , wait week long upload?

should transfer pics iphone (can through iphoto whilst icloud (beta) switch off once on flick on?

not quite sure...

want ensure have pics uploaded , minimise duplicates
