photo's not syncing across all devices

this driving me nuts.

on icloud.com (i'm using icloud photo library) have 2,470 photos, on ipad have 2,381, mac show 2,379 , iphone shows 2,405.

thought photos sync'd across devices. isn't case, idea on how resolve issue? seems new photos sync'd devices previous photo's , i'm not sure ones have many photos go thru 1 @ time.
