Photos won't quit?

hi,

imac hung little dialog box "closing library" whenever click photos. won't let me quit it, , won't open.

ideas on how force quit it?

can't restart or shut down - photos won't let me.

(the last thing doing importing 700 photos. made 697 wouldn't go further...so tried quit
