iCloud photo library and syncing (not all photos)

i seem have issue icloud photo in on iphone have 2,224 photos, on ipad shows have 2,211 photos , on mac shows have 2,209 photos. reason photos on iphone not getting sync'd other devices. on bright side videos sync'do across devices properly!

know how can resolve issue?

 


doesn't seem work well. i'm sure apple fix april. never release buggy syncing software. example, itunes match flawless @ launch, , still is.*

*just kidding. itunes match, photos never work properly.
