Having trouble with MetaData on Pictures

i have several pictures have incorrect dates when taken; because of them taken years ago in late 90s , have gone through many pcs , transfers have incorrect dates on them

edited correct dates meta data on iphoto , saved them, when imported new photos app lists them in incorrect dates.

example. picture have listed being taken in 2000 when took in 2014; camera time wrong. corrected in iphoto , imported photos , it's wrong. changed photos , moved it; noticing doesn't fix problem because if delete picture import again goes placing in 2000. have correct pictures export them? in windows edit data @ bottom of file in picture viewer , save it. if export , use feature shows modified , created date today; if use info tab in photos shows correct date taken; way date taken meta data in photos app , not finder?
