Resolved Cannot Download any Apps

the past few days haven't been able download apps. happens click on button , type in password. after circle appears stop , button appears again. have rebooted device , tried downloading using 4g doesn't work. updates work though. appreciated. downloading purchase work. have been downloading apps mac , downloading purchase alleviate issue isn't ideal of solutions.

go settings > itunes , app store. click on apple id @ top, click sign out. afterwards, sign in, , make sure when sign in type email in lowercase (e.g. bob@gmail.com). also, on ios 8.1.3 , have ensured can connect wifi? if you're on cellular data , don't have access wifi, go settings > cellular , ensure app store turned on (but forewarned use lot of data).
