Storing Filevault Key in iCloud

i enabled filevault on mba... , chose option have recovery key stored in icloud. however, never asked answer 3 security questions supposed used encrypt key!

have 2-step verification enabled on icloud , use icloud keychain... why never asked questions? can't figure out.
 

anyone have thoughts? figured i'd bump once see if has insight...
