iPhone Backup Question (Photos)

i purchased storage icloud. questions pertain photos , icloud backup on iphone.

have icloud photo library on.

noticed in backups --> iphone ---- seems backing photo library there (double space usage?).

question (1):
if have icloud photo library (beta) on - shouldn't need photos in backup, right? don't care if iphone doesn't have photos long they're backed somewhere (icloud photo library).

question (2):
i've lived 16gb iphones many years. first 128gb iphone. take lot of photos. backed windows computer , deleted photos on iphone. appears if on iphone deletes them in icloud photo library? or if sync windows computer , choose delete after syncing - remove them icloud photo library?

time , apologies in advance if in wrong place.

wow no 1 using icloud backup photos? :p no worries, did reading and... looks if delete photos on phone manually (like used to) delete them in icloud unless choose delete them during import windows machine (i don't have mac).

going turn off photo backup in icloud backup since icloud photo library on , backup photos google+ showing "no data" in backup since have icloud photo library on resolved itself.

hate how have open google drive photos backed - otherwise won't automatically. same onedrive app (microsoft). icloud on windows machine isn't getting photo stream either - seems problem lot of people have.

oh ---- :p fun stuff. trying find way backup photos without having manually it. icloud works have windows machines @ home. using google+ (google drive app) backup backup.
