Photos.app iCloud sync

so there way photos sync on icloud when primary library isn't on system disk? ask because wifes mac doesn't have space put photos library on , wanted clear space uploading photos icloud. photos.app telling me can't sync library isn't on system disk.
 

where tell this? pics aren't uploading external thunderbolt drive. doesn't see, aren't uploading, in setting says uploading xxxx photos , stays there.
