All iPads iPad as Mobile Hotspot?

hey guys,

long story short, have business (more hobby) requires internet connection planned appointments. may have few appointments week, or few month.

since may not in office weeks @ time, rather not pay monthly internet bill. , don't believe there cheap business internet plans.

figured tethering/mobile hotspot might best option. guys think is?

should pick old ipad mini cellular or there reason newer ipads in terms of mobile hotspot use?

iphone has unlimited plan, at&t won't let me use tethering/mobile hotspot.

advice appreciated!
 

anyone have advice on mobile hotspots in general?
