cmp 4,1 dual cpu unit

have 4 8gb sticks in machine. sticks 1.5v belive
can add single 16gb stick?
"locked down" 1.5v or can install 1.3v?

if these 8gb sticks registered , if must add 16gb 1 – can, aware that's non-optimal memory config. 1.35v work fine 1.5v ones.
