MPEG STREAMCLIP Not Keeping MBPS

second try:

been using mpg streamclip large digitizing project @ home. part program working fine -- until star trek ds9 discs.

issue when assign limit of 7 mbps, program downgrades mbps digitizing -- should close 7 turns out far less @ 4.43.

had no problems limiting until got series.

ideas?

imac 3.5 mghz, i7 intel core
 

what end result? trying achieve? format converting to?
