How do I transfer pictures in the Photo app to My Photo Stream without using iCloud

as apple enthusiast upgraded os 10.10.2 os 10.10.3 last night.

noticed part of upgrade apple migrated photo library iphoto photo...i fine until discovered photo stream did not migrated in situation where:

1. photo stream in photo empty; and

2. photo stream on iphone unchanged (from before os upgrade) , therefore not synced photo app's photo stream.

decided upgrade ios 8.3 in hope solve problem no luck, problem continues exist.

tried photo streams sync i) deleting photo stream in iphone (this worked) , ii) dragging , dropping photos in photo app onto photo app's photo stream (this did not work, seems 1 of apple little takeaways relative iphoto).

appreciate explaining me how photos in photo app photo app's photo stream can photo streams in sync.
