Sharing 3rd party app with 2nd user

i set daughter standard user on mbp running yosemite. has access mac applications - how allow use excel , word , photoshop? seem recall used able set second users use applications stored in application folder - doesn't seem option now. missing?
 

what mean *allow* use? long application in applications folder should able run it. need give more background information on how steeper daughter's account.
